The Independent National Electoral Commission (INEC) has released a Framework for Internally Displaced Persons (IDPs) voting and the regulations guiding how they will vote.
According to INEC, the need for the Framework is borne out of the Commission’s swift response to undertake IDP voting operations in State of Emergency (SOE) States. INEC also cited its continued commitment to inclusivity, the prevention of discrimination in the electoral process as well as observing international standards on IDPs as provided for in the United Nations Guiding Principles and the Kampala Convention.
INEC further stated that the Framework will guide and manage the conduct of IDP voting operations, in order to bring the IDP communities into the voting net.
In addition, the Framework defines who an IDP is, gives classification of IDP by location, among other information. The Framework is divided into two documents namely:
1. Framework for IDP Voting, and
