THIS DAY | 08-Nov-24 | DHQ confirms emergence of "Lukarawas", a new terrorist group in the North West. Reports say these terrorists are from Niger Republic | The Defence Headquarters (DHQ) has confirmed the emergence of a new terrorist group known as ‘Lukarawas’ exacerbating insecurity in the North-western part of Nigeria. The Director of Defence Media Operations, Maj.-Gen. Edward Buba, made this known while briefing newsmen on the operations of the military in Abuja Thursday. Buba said that the new terror group emerged from the Republic of Niger after the coup that led to the breakdown of military cooperation between Nigeria and Niger. He said that the terrorists began incursion into northern parts of Sokoto and Kebbi States from the Niger Republic and Mali axis, particularly after the coup in Niger Republic. According to him, prior to the coup, there were joint border operations with Nigerien security forces which kept the terrorists at bay. “The terrorists took advantage of the gaps in cooperation between both countries and exploited difficult terrains to make incursions in remote areas in some North-western states to spread their ideology,” he said. Buba said that the group was accommodated by the locals who initially thought that the group meant well for them, adding that they failed to report the movement to the military and security agencies. He gave the assurance that troops had sustained Intelligence, Surveillance and Reconnaissance (ISR) to degrade the terrorists. He added that the terror group had continued to take advantage of the vast under-governed areas to hide and evade troops as well as harass the locals. | #INSECURITY; #TERRORISM; NIGER REPUBLIC; | THISDAY

DAILY TRUST | 11-Nov-24 | As Obaseki's tenure ends tomorrow, Okpebholo decries that Obaseki is frustrating peaceful transfer of power | Edo State governor-elect, Monday Okpebholo, has accused Godwin Obaseki of sabotaging a peaceful transfer of power. Obaseki’s tenure as Edo governor elapses on November 12, 2024. The development is the latest in the back-and-forth that has characterised the duo’s relationship after the governorship election. On Friday, Governor Obaseki of the Peoples Democratic Party (PDP) alleged that the All Progressives Congress (APC) was planning the swearing-in of his successor without input from the state government. He added that the APC had not bothered to invite him to the inauguration. According to Obaseki, the APC had already borrowed about N5 billion from funds kept for the payment of the contractors for some roads in the state. The governor further claimed that the Economic and Financial Crimes Commission (EFCC) intends to arrest him as soon as he hands over the reins of power. But a PDP chieftain in the state, Kassim Afegbua, pushed back on the allegation, noting that inauguration is part of the government activities. However, in a statement on Sunday, Godspower Inegbe, media aide to Okpebholo, said Obaseki had deployed every tool in his arsenal to frustrate the handover. | #EDO2024; OBASEKI; OKPEBHOLO; APC; PDP | DAILYTRUST
DAILY TRUST | 12-Nov-24 | As lawmakers deliberate on home-grown parliamentary system of govt, Shekarau objects, decrying factionalism and narrowness | The League of Northern Democrats (LND), chaired by former Kano State Governor, Ibrahim Shekarau, has rejected the return of Nigeria to a parliamentary system of government, advocating instead for the continued use of the presidential system. This position was detailed in a paper presented by Shekarau on Monday at the National Dialogue on a Home-Grown Parliamentary System in Abuja. Shekarau highlighted how the presidential system, which requires leaders to seek a broad electoral mandate, fosters national unity by compelling candidates to appeal across ethnic and regional divides. In contrast, he said, the parliamentary model adopted at independence, with representatives accountable mainly to local constituencies, often entrenched narrow regional interests at the national level, as seen during the First Republic. | NASS; PARLIAMENTARY SYSTEM; PRESIDENTIAL SYSTEM; NORTH | DAILYTRUST
DAILY TRUST | 12-Nov-24 | Tax Reform Bills: FG assures that Nigerians earning minimum wage will be exempted from PAYE | The chairman of the Presidential Fiscal Policy and Tax Reform Committee, Taiwo Oyedele, has said that Nigerians earning minimum wage and slightly above will be exempted from the Pay as You Earn (PAYE) tax once the Tax Reform Bills are signed into law. Oyedele stated this on Monday while answering 10 questions on the bills as part of moves to sensitise Nigerians on the proposed tax law that has continued to draw criticisms in some parts of the country. Recall that President Bola Tinubu in July this year approved a new national minimum wage of N70,000 for workers, pushing it up from N30,000. The tax reform bills currently under consideration in the National Assembly have sparked controversy, with northern elites outrightly rejecting them because they may not benefit their region. | TAX; HARDSHIP; MINUMUM WAGE | DAILYTRUST

The amendment was considered during the plenary, which was presided over by the Deputy Senate President, Barau Jibrin, after the majority of the senators supported it. The amendment followed the recommendation of the conference committee of the two chambers of the National Assembly on Section 11 of the NDLEA Act. Mr Monguno, who is the chairperson of the conference committee, explained that if the National Assembly adopts the death sentence, it means over 900 accused persons behind bars in drug-related cases will be executed. He urged his colleagues to support the resolution to reduce the effects of drug consumption and trading in the country. PREMIUM TIMES | 22-Nov-24 | Senate approves Tinubu’s request to borrow $2.2bn for financing 2024 budget deficit | The Senate on Thursday granted President Bola Tinubu permission to obtain a $2.209 billion external loan. The loan, equivalent to N1.767 trillion, would be part of the funds used to finance the N28.7 trillion 2024 budget as incorporated in the Appropriation Act. No request was brought to NASS for the purchase of a presidential jet," Sen Abaribe addresses Nigerians | The lawmaker representing Abia South Senatorial District, Senator Enyinnaya Abaribe, has said that nobody approached the National Assembly with a request for a new presidential jet before the purchase was eventually made. The Presidency had in August unveiled a new Airbus A330 purchased for President Bola Tinubu. Presidential spokesperson, Bayo Onanuga had in one of his explanations, said that what was purchased was not a new jet as was reported but a “refurbished jet. National Assembly members were not spared in the criticisms regarding the jet purchase, as many labelled them as rubber stamp easy approval of the Presidency’s request to purchase a new jet. However, Senator Abaribe, who appeared on Channels Television’s Politics Today on Monday, said such a request was never brought to the National Assembly. “I am in the national assembly, but I can tell you for a fact that nobody, quote me, nobody brought anything to the national assembly to say please approve this for purchase of a new plane,” Abaribe said on the programme. “It was done without my knowledge, nobody brought anything. The court struck out the case on October 31. In October, the lawsuit instituted on behalf of Sanwo-Olu against the EFCC over an alleged plan to arrest and prosecute him after his tenure was heard in court. Darlington Ozurumba, a lawyer, filed the suit on behalf of the Lagos governor, who will complete his eight-year tenure on May 29, 2027. In the suit, the lawyer argued that the alleged plan to arrest Sanwo-Olu is “unconstitutional and a flagrant violation of his fundamental right to personal liberty and freedom of movement as stipulated under sections 35(1) & (4) and 41(1) of the constitution”. The suit sought an order to restrain the EFCC from harassing, intimidating, arresting, detaining, interrogating, or prosecuting Sanwo-Olu in connection with his tenure as the governor of Lagos state. But reacting to the suit, the Lagos government had said that Sanwo-Olu did not instruct anyone to file a case against the EFCC. The State Attorney-General, Mr Lawal Pedro, SAN, said the state will investigate “how the case came to be without the knowledge” of the governor Pedro said neither the governor nor his aides are under investigation by the EFCC, adding that there is no threat of arrest by the anti-graft agency. | LAGOS; SANWO-OLU; FEDERAL HIGH COURT; EFCC;PROBE | VANGUARD
PUNCH | 27 NOV 2024 | #EndSARS: 'Unguarded' tweet by Sanwo Olu's suspended aide stirs more controversy as Nigerians call for probe. | Controversy has continued to swirl around a statement made by Mr Wale Ajetunmobi, the suspended Senior Special Assistant on Print Media, to Lagos State Governor Babajide Sanwo-Olu. Ajetunmobi had claimed in a now-deleted post on Sunday that some arsonists who burnt down Television Continental during the #EndSARS protests in the state had been “hunted and executed.” Following the comment, many Nigerians on social media interpreted the comment as an admission of state involvement in suspected extrajudicial killings during the 2020 protests against police brutality and the disbanded Special Anti-Robbery Squad. The protests were followed by intense debates over the true number of casualties, with the Lagos State Government consistently maintaining that no extrajudicial killings took place. In the tweet, Ajetunmobi claimed that one of the allegedly “executed” individuals was a young boy, whose name was not disclosed, and who worked as a cooking gas trader in the Ketu area of Lagos. The deleted tweet read, “The full story of people who burnt down TVC in 2020 will be told one day, with gory clips and images. One thing to note: the majority of them have been hunted down and executed. “One of them, a young boy trading in cooking gas around Ketu, was found with an AK-47 at the site. Even his neighbours were shocked. But the full gist is better saved for later.” Ajetunmobi later refuted claims of extrajudicial killings, stating that the use of the term “execution” in his comment was an unintended “error.” | SANWO-OLU; LAGOS; #ENDSARS; NIGERIA | PUNCH

LEADERSHIP | 28 NOV 2024 | APGA petitions NJC over leadership tussle as the Supreme Court affirms Sylvester Ezeokenwa as Nat. Chairman | The Supreme Court has affirmed Sylvester Ezeokenwa as the legitimate National Chairman of the All Progressives Grand Alliance (APGA). In a unanimous decision on Wednesday in Abuja, a five-member panel led by Justice Stephen Adah ruled that Edozie Njoku had no legal basis to claim the party’s leadership. The leadership tussle between Ezeokenwa and Njoku, ongoing since 2023, has triggered multiple court cases and conflicting rulings. At one point, the Independent National Electoral Commission (INEC) withdrew its recognition of Ezeokenwa and acknowledged Njoku following a court order in July 2024. Meanwhile, the leadership of the party under the chairmanship of Edozie Njoku has petitioned the National Judicial Council (NJC) over a judgement delivered by Justice J.K Omotosho on the leadership feud rocking the party. Founder and chairman of Board of Trustees (BOT) of the party, Chief Chekwas Okorie disclosed this at a press briefing held in Enugu. Okorie noted that Justice Omotosho of the Federal High Court, Abuja delivered a verdict on the leadership tussle in the party on November 20, 2024 when a similar case was still pending at the Supreme Court. DAILY TRUST | 28 NOV 2024 | Tax Bills: Senate disagree over tax bills as Presidential Committee make presentation on the merits of the bills. | The Senate leadership on Wednesday resisted the opposition mounted by Senator Ali Ndume (APC, Borno) and Abdul Ningi (PDP, Bauchi) against allowing top officials of the President Bola Ahmed Tinubu’s government to defend the tax reform bills. Before the government officials were given access to the chamber for their presentation, the Senate descended into a heated session. The commotion began when the Senate Leader, Senator Opeyemi Bamidele (APC, Ekiti), moved to suspend Order 12 to allow the Chairman of the Presidential Committee on Fiscal Policy & Tax Reforms, Taiwo Oyedele, the Director-General of the Debt Management Office (DMO), Tanimu Yakubu, and the Chairman of the Federal Inland Revenue Service (FIRS), Zacch Adedeji, to address the chamber on the bills. Bamidele argued that the officials were experts in the field, and the motion was seconded by the Deputy Senate President, Senator Barau Jibrin, who instructed the Sergeant-at-Arms to allow the visitors in. However, some senators opposed the motion, saying it was improper to allow such presentations during plenary. The deliberation on the tax reform bills took some senators by surprise as it was not listed as part of the agenda for the day on the Order Paper. | TAX BILLS; SENATE; FEDERAL GOVERNMENT | DAILYTRUST
