The Independent National Electoral Commission (INEC) issued Certificate of Return to winners of the National Assembly elections at the International Conference Centre, Abuja on Thursday, 14th March 2019. However, Governor Rochas Okorocha who contested the Imo West Senatorial District election did not receive a Certificate of Return, as the Returning Officer, Prof. Francis Ibeawuchi had alleged that he announced the Governor winner of the election under duress. The Commission did not include Governor Okorocha’s name in the list of Senators-elect from the February 23 polls. INEC had earlier announced that it will not issue Certificate of Return to candidates in locations where its Returning Officers were held hostage and forced to declare winners under duress during elections. INEC Chairman, Prof. Mahmood Yakubu stressed that the Commission will not reward bad behaviour by issuing Certificate of Return in such situations.
