The growing levels of insecurity gripping the country is no longer news. Frequent incidents of banditry, kidnapping, robberies and other terrorist activities have claimed lives and properties across Nigeria. During the visit of Maria Fernanda, the President of the 73rd session of the United Nations, to Nigeria on Tuesday, 7th May 2019, President Muhammadu Buhari called for assistance from the international community, to address the damages occasioned by the Boko Haram insurgency. He described the condition of Internally Displaced Persons (IDPs) in the country as pathetic and recounted the decay of infrastructure particularly in the North East. He further stated that the effect of climate change on Lake Chad has adversely affected about 30 million inhabitants in the region, with at least half of them Nigerians. With the recharge of Lake Chad through inter-basin water transfer from Congo River being a capital-intensive project, President Buhari stated that any form of international help is welcome for the project and the rehabilitation of North Eastern Nigeria. Ms Fernanda pledged to call the attention of the international community to the Lake Chad problems and other issues raised by the President.
The Federal Government has also commenced implementation of the National Livestock Transformation Plan (NLTP) as a measure to address the incessant clashes between herdsmen and farmers in Nigeria. The Plan was approved in January by the Vice President, Prof. Yemi Osibanjo. Its focus includes the development of ranches for improved livestock production and rebuilding worship centres and homes that were destroyed in attacks by insurgents. At the Capacity building workshop for Community and Religious leaders that held in Jos on Monday, 6th May 2019, the Adviser to the Vice President on the Rule of Law, Fatima Waziri-Azi stated that the Government was committed to implementing the policy in seven pilot States (Plateau, Nasarawa, Benue, Adamawa, Taraba, Zamfara and Kaduna), with regard to the development of ranches. She added that the scheme would not be imposed on any State and expressed the Government’s willingness to partner with any State that indicates interest.
